In a major boost to Kashmir’s aviation infrastructure, the Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, has approved the construction of a new Civil Enclave at Srinagar International Airport at an estimated cost of Rs 1,677 crore.
Project Scope and Capacity
The ambitious project, spread over 73.18 acres, will feature a state-of-the-art passenger terminal spanning 71,500 square metres, including 20,659 square metres of existing structure. Designed to handle 2,900 passengers during peak hours and up to 10 million passengers per annum (MPPA), it promises to transform connectivity in the Kashmir Valley.
Key highlights include an expanded apron with 15 aircraft parking bays, including one dedicated Code E bay for wide-body aircraft, along with a multi-level car parking facility for 1,000 vehicles. The 3,658m x 45m runway, operated by the Indian Air Force at the co-located Budgam Airbase, will remain unchanged. Barracks for security personnel will also be constructed to ensure seamless operations.
Architecturally, the terminal blends modern efficiency with Kashmiri heritage, incorporating intricate woodwork and local craftsmanship. Sustainability is central to the design, with rainwater harvesting, natural lighting, eco-friendly materials, and a targeted 5-star GRIHA rating to minimize environmental impact.
Economic and Tourism Impact
Located 12 km from Srinagar city and operated by the Airports Authority of India since its international designation in 2005, the upgrade addresses surging demand amid rising tourism. Officials project that it will create jobs, attract investments, and improve access to landmarks such as Dal Lake, Shankaracharya Temple, and the Mughal Gardens, strengthening Srinagar’s role as a global tourism hub.
Government Statement and Connectivity Push
“This is a transformative step for world-class infrastructure and economic growth in Jammu & Kashmir,” said a senior government source, highlighting improved passenger experience through advanced check-in, security systems, and lounges.
The project aligns with India’s UDAN scheme to enhance regional air connectivity, with completion expected to position Srinagar as a key gateway to the Valley’s cultural and natural treasures.
